The use of single data models will reduce user costs in the course of the digital transformation of the EAEU economies

The discussion of leading experts in the field of digital environment development, data engineering and data model development has become one of the first steps to implement the EAEU Digital Agenda in respect of digital transformation of markets and the formation of the data industry. Karine Minasyan, Member of the Board – Minister in charge of Internal Markets, Information Support, Information & Communication Technologies of the EEC, noted that “digital twins, models and reference structures are becoming increasingly important. Decision-making and competitive success depend on the speed of data exchange, the availability of their own digital assets and an effective strategy for their development. Therefore, the success of the process of digital transformation of the economies of the Union’s countries should be based on launching basic projects that would become motive powers of their growth”. The Minister is confident that the most important task at the first phase is the formation of a common ontology of the digital space and the creation of a data model of the Eurasian Economic Union.

The Eurasian Economic Commission (EEC) has been implementing a number of projects for several years now, which are the basis for launching new digital initiatives and integration projects. The most important of these are the establishment of an integrated information system and the data model of the EAEU, the formation of a transboundary trust space.

Another step was the launch of a specialized expert site within the Commission to discuss trends and problems of digital transformation of the economy within the framework of the EAEU. At the first meeting, Dmitry Kozhevnikov, Head of the ROEL data model support team, drew attention to the variety of problems in the field of ontology and the axiomatics of data modeling.

The acceleration of the transition to semantic and ontological technologies was supported by Alexander Petrov, Head of the EEC project on digital transformation. In his opinion, these technologies provide the achievement of basic economic effects of the digital economy, since they are based on the principles of interoperability, which is necessary, among other things, for building an industrial Internet. Yury Volokitin, Time & Space Managing Partner, emphasized that namely the development coherence has a critical importance for effective development of these technologies. In this regard, it is necessary to begin with defining the concepts of “Motivation,” “Parties Concerned” and “Issues of Competences of Ontologies of the Union.” An effective form of practical implementation of such tasks is the implementation of the Agile model-based projects, within which the experts of the Union will acquire the necessary competences to manage the life cycle of ontologies of digital interaction of the Union’s parties concerned.

According to Vadim Soglaev, the Odant system architect, while working with the data model, it is also necessary for the expert community to identify the problems that arise when transforming the landscape of information systems, and one of the important decisions here is to adopt a single standard for basic data models. The adoption of such a standard will simplify the electronic exchange of data and dramatically reduce the costs of the creation and integration of information systems.

The experts supported further development of the initiative to develop an ontology and data model of the Union, and proposed to expand the membership of the experts with regard to this direction. The meeting attendees noted that it is necessary to ensure the continuity of existing links, and to take into account the risks associated with the existing decentralization of decision-making regarding the data architecture.

One of the main results of the discussion was that all participants supported the idea that using the ontology and data model would reduce costs when integrating information systems, increase the data exchange rate, give a basis for interoperability, and create new opportunities for the development of the digital economy within the Union. At the same time, the use of ontology and the data model is not limited to formalization and management of NSI (regulatory and reference information) when creating electronic documents during the implementation of information interaction between economic entities and regulatory authorities. One of the conclusions of the discussion was that demand for specialists in the knowledge economy, data engineering and ontologies is rapidly emerging.

The discussants proposed to use a sandbox mechanism and pilot projects as one of the next steps that will allow to experimentally “feel” the ontology applications and to develop the Union data model for businesses and public sector development, especially for digital platforms and their ecosystems in the Union.

The Commission invites all interested parties to develop and to discuss the “White Paper” in the field of ontologies and the data model of the Eurasian Economic Space.

The expert platform will work on a regular basis. The next in-person meeting of representatives of the expert community on the development of digital ontologies and the data model of the Union is scheduled on March 2018 in Moscow at the Commission’s venue.

By the decision of the Board of the Eurasian Economic Commission No. 190 dated December 26, 2017, the “Regulations on the data model of the Eurasian Economic Union” were approved, which define the objective of creating, general principles, the procedure for the development and application of the data model of the EAEU. An integrated information system of the Union was created and is developing pursuant to the Treaty on the Eurasian Economic Union dated May 29, 2014 (Article 23 and Annex No. 3).
